This algorithm finds the unique core allocation, and its outcome is therefore individually rational and pareto efficient. In addition, this algorithm makes truth-telling a dominant strategy for all individuals.
In fact, a striking 1994 paper by Ma (“Strategy-Proofness and the Strict Core in a Market with Indivisibilities”) shows that Top Trading Cycles is the only mechanism that is individually rational, pareto efficient, and truthful.</description>

If I don’t know people’s preferences, I also need to design a system that incentivizes people to tell me their true preferences.
Skipping over the mathematical definitions of efficiency, fairness, and truthfulness (more detail on these below), I assert that there is a simple mechanism that satisfies all three goals: line people up, and have the first person choose their favorite object, the second their favorite from those that remain, and so on.</description>

Basically, parents could see their child’s lottery number, and could get a new lottery number by cancelling and re-starting their application. This creates an obvious issue, as applications can be repeatedly canceled until the child receives a good lottery number.
What I want to focus on, however, is the line in the article, where a Manhattan mom learned that her daughter had a good lottery number, and “decided her daughter should re-do her list by putting more desirable schools at the top.</description>
